Ralpy Westbay has over 30 years experience in bugdeting and finance serving as Assistant Superintendent, Executive Director, Director and Assistant Director for several school districts. In his most recent public service position prior to retiring, Mr. Westbay was responsible providing management oversight for the Finance, Budget, Purchasing, and Technology departments. He designed and assisted the Superintendent/CEO in implementing a teacher compensation plan and garnering the biggest annual increases to the education budget in three successive years through a strategic academic improvement plan structure that served as a key component of the budget process.
Mr. Westbay assists organizations with chart of account revisions, budgeting and related processes. He has worked with districts ranging in student enrollment size from 700 to 70,000. He has a M.S. in accounting from Virginia Commonwealth University and over 30 years working as a certified public accountant. Mr.Westbay is a past member of the Government Finance Officers Association and Virginia Association of School Business Officials.
